According to the PDE, a teacher working in a unique role (i.e., not providing direct instruction to students) can be considered a non-teaching professional and thus be given the 82-3 form. Please see the attached document in regards to the two pronged test for determining whether a teacher with a unique role should be considered a non-teaching professional.
