"On December 2, 2015, the Pennsylvania Department of Education (PDE) received approval of an amendment to the ESEA Flexibility waiver submitted to the U.S. Department of Education (USDE) regarding the completion of SY 2014-15 educator evaluations. The amendment allows schools without a grade 11 to utilize the current published SPP score (SY 13-14) for the purpose of meeting the building level data component of a Pennsylvania educator’s evaluation for the SY 2014-15. P.S. § 11-1123 et seq. (Act 82) requires that the evaluation of professional and temporary professional employees include a building level score and the use of the current published 2013/14 building level score(SPP) satisfies this statutory requirement"
However, In some cases a teacher, NTPE, or Principal may work in more than one building and one or more of those buildings may not have an available building score (SPP Score). If this is the case, when completing the 82 form (building level data section) the state requires that supervisors use a converted Observation and Practice score for the missing SPP score.
Please use the following steps to convert the Observation and Practice Score to a 100 point building score scale.
For Teachers (82-1 Form)
1) Open a new or existing 82-1 form on your PA-ETEP portal for the teacher in question
2) Enter the four domain ratings in Section A (Teacher Observation and Practice)
3) In Section B (Building Level Data), select Multiple Buildings
4) Enter the names of the buildings, % Assigned, and respective SPP scores. Where an SPP score is not available...
- Open the 82-1 excel spreadsheet form provided by PDE on the Educator Effectiveness website... click here.
- From the tabs at the bottom of the excel spreadsheet, click on the Observation and Practice tab and enter the four domain ratings that you just entered on the 82-1 form within your PA-ETEP portal
- Once the four domain ratings are entered, click on the Multiple Buildings tab and locate the Observation and Practice Rating Converted to 100 point scale score
- Cut and paste this score into the 82-1 form on your PA-ETEP portal for each building that does not have an applicable SPP score
For Principals (82-2 Form)
1) Open a new or existing 82-2 form on your PA-ETEP portal for the principal in question
2) Enter the four domain ratings in Section A (Observation Evidence)
3) In Section B (Building Level Data), select Multiple Buildings
4) Enter the names of the buildings, % Assigned, and respective SPP scores. Where an SPP score is not available...
- Open the 82-2 excel spreadsheet form provided by PDE on the Educator Effectiveness website... click here
- From the tabs at the bottom of the excel spreadsheet, click on the Observation Evidence tab and enter the four domain ratings that you just entered on the 82-2 form within your PA-ETEP portal

1) Open a new or existing 82-3 form on your PA-ETEP portal for the NTPE in question
2) Enter the four domain ratings in Section A (Observation and Practice)
3) In Section B (Building Level Data), select Multiple Buildings
