To view and/or export the various Educator Effectiveness Annual Reports, School District Admin users should log on and click on the Reporting tab under the Administration menu.
Please note that there are two types of reports available for each type of completed 13 form (i.e., 13-1, 13-2, and 13-3). The data from these reports can be used to complete the information required on PDE’s Educator Effectiveness Annual Report.
1) Educator Effectiveness Annual Report by Individual – This report provides all the recorded ratings and totals on completed 13forms for individual users by building. Additional information about this report is provided at the bottom of the report. For an example of this report, see the attached screenshot.
Note from PDE: Please note that federally-required, building-level reporting on rates of inexperienced, ineffective, and out of field educators is separate and distinct from educator evaluation data, and therefore has no impact on the completion of teacher (13-1 forms) and principal evaluations. Only building-level aggregate totals of Effective/Ineffective classroom teachers will be reported to PDE per ESSA’s requirements.
Within PA-ETEP, the Educator Effectiveness Annual Report is only available to School District Admin users. The Educator Effectiveness Annual Report and the ESSA Effectiveness Rating calculations are not available to individual teachers or building principals.
ESSA Calculations for School Years 2019-20 and 2020-21
According to PDE and Pennsylvania’s ESSA State Plan, the following data elements are used to operationalize the definition of Effective Educator:
1. Student Growth Measure - Student Learning Outcome (SLO) (20%)
2. Domain 2 – Classroom Environment (30%)
3. Domain 3 – Instruction (30%)
4. Domain 4 – Professional Responsibilities (20%)
With the waiver of student performance data for the 2019-20 and 2020-21 school years (Act 13 and Act 136), including SLO data collection, SLO data (20%) will be substituted with additional emphasis on Domain 3 – Instruction, as this domain includes the component of Using Assessment in Instruction. Therefore, for reporting in 2019-2020 and 2020-2021, the following data elements will operationalize the definition of effective educator for ESSA’s equitable access requirements:
1. Student Growth Measure – Domain 3 – Instruction (20%)
2. Domain 2 – Classroom Environment (30%)
3. Domain 3 – Instruction (30%)
4. Domain 4 – Professional Responsibilities (20%)
In practical terms, Domain 3 will comprise 50% of the weighting for ESSA purposes for the 2019-20 and 2020-21 school years.
